Promotion for New York State Employees - You must be a qualified employee of the New York State Office of Parks, Recreation & Historic Preservation and have one year of qualifying service as a Park Manager 1, Historic Site Manager C, Recreation Complex Manager 1, Recreation Complex Manager 2, Golf Course Manager 2, Assistant Golf Course Superintendent, Golf Course Superintendent 1, Building Restoration Specialist, Maintenance Supervisor 3, Maintenance Supervisor 4, or Regional Park Maintenance Supervisor.
Open-Competitive:
(open to the public) - Seven years of experience working in a park or a recreational facility within a park including two years of managerial experience; Or A bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, natural resources management, park administration, park management or recreation management AND three years of experience working within a park or recreational facility within a park including two years of managerial experience.
a park or recreational facility within a park is defined as a location that offers at least three of the following elements:
ballfields, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.

Managerial experience is defined as directing or administering at least three of the following functional areas within a park or recreational facility within a park:
administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services.

Examples of Non-Qualifying experience include but are not limited to:
working at a gym, ski area/resort, and sport stadiums.
Examples of Non-Qualifying degrees include but not limited to:
accounting, anthropology, archaeology, biology, business, history, horticulture, hospitality, physical education, recreation therapy and sports management.
Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed.
Candidates who do not pass the examination or achieve a reachable score may not be retained.
If three or fewer New York State OPRHP promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a permanent non-competitive promotion under the provisions of Section 52.

Duties Description Under the direction of the Park Manager 3, the incumbent will serve as first-in-command for the Red House Area of Allegany State Park.
Duties include, but are not limited to:
Providing on-site management and supervision for the Red House Area of Allegany State Park under the general guidance of a higher-level Park Manager.
Working in collaboration with higher-level Park Manager and other external operational departments to coordinate all aspects of park operation, including but not limited to bathing beach operations, camping, maintenance, special events, concession management, friends group management, health & safety, incident management, communication, park promotion and public relations.
Developing and implementing a comprehensive operational framework that ensures compliance with agency and regional policies and procedures while effectively and efficiently executing departmental obligations.
Plan, assign, and assist with the creation and completion of projects for the operation, maintenance, and development of the facility.
Directly supervise, train, and evaluate seasonal and permanent staff to ensure that assigned tasks are completed correctly, safely, and in a timely fashion.
Responsible for managing assigned budgets.
Identifies capital facility needs and works with the Region and Capital District on prioritization and implementation.
Manages natural resources challenges in a collaborative manner as well as operations related to harmful algal blooms, invasive species, water quality, trails, etc.
Ensures accuracy of equipment inventory and monthly reports including but not limited to monthly fuel usage, vehicle and equipment mileage, tank inspections, and hazardous tree removal.
Manage Allegany State Park's Art Roscoe cross country ski trail system.
Assist higher-level Park Manager in meeting the agency's emergency response functions.
Additional Comments OPERATING NEEDS:
The schedule and work shift for this position will vary seasonally.
The candidate will be expected to work weekends and evenings and be available for call-ins as needed.
Must possess and maintain a valid NYS driver's license as a term and condition of employment.
Must obtain and maintain First Aid/CPR training.
Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period as a term and condition of employment.
Must have attended or be willing to attend the Facility Manager's Institute at the next available opportunity.
Must be proficient with MS Outlook, Word, and Excel.
Experience with Statewide Financial System, Asset Management System, Attendance and Revenue programs is preferred but not required.
Must have the ability to follow directions and communicate in a positive manner with staff and the public.
Must have the ability to respond to patrons concerns or complaints in an effective and positive manner.

The successful candidate will be required to reside within the park and will be assigned rent-free housing (security deposit required).

Estimated Salary: $20 to $28 per hour based on qualifications.
